Halloween was so fun in Shibuya. This is sad to hear. After the Seoul Halloween crowd crush in 2022 it is an understandable precaution. If only Halloween celebrations spread out to multiple Tokyo cities, then there would be less crowding and much safer. Shibuya City cracks down on Halloween 2023…
